Setting Concepts:

The scene depicted in the movie is mostly similar to reality, the key difference being in, Johannesburg, at least, the crime rate has exploded exponentially. This has led to the Johannesburg Police seeking alternatives to crime fighting.

Tetravaal: A South African-based weapons manufacturer ran by CEO Michelle Bradley. Tetravaal is most famous for it's production of the Scout police droid, which was designed to take the place of a real-life officer in the line of fire. They are also credited with the creation of the Moose mobile weapons platform.

Scout Police Droid: Created by Deon Wilson, the Scouts are a mostly automatic, semi-intelligent robotic humanoid, gifted with a "dumb" AI that is able to calculate the risks and strategy needed to take on whatever task it's provided with. Due to their size, about the same as an adult male, they are easy to manufacture, deploy and control. Since they are mostly autonomous, with little, or no, human input required, it also saves on manpower. This was the preferred choice of crime deterrent chosen by Johannesburg Police.

Moose Mobile Weapon's Platform: Created by Vincent Moore, and in direct competiton to Deon's Scouts, the Moose was designed to be controlled by a neural interface. Utilising technology from the United States' DARPA program, a neural helmet worn by a human pilot could control the massive droid. It was seen as a bit too much for mere crime fighting, especially in contrast to the Scouts.

Chappie: The world's first sentient AI. Coded by Deon Wilson entirely as a side project, Chappie's AI was designed to start off child-like and learn and develop from it's surroundings. Chappie was loaded into a damaged Tetravaal Scout under threat of death, and was given an incredibly limited lifespan, as the droid's battery couldn't be replaced. He was taken in by a South African street gang and brought up to commit crimes. Chappie, however, soon became more and more intelligent, surpassing even human intelligence.

Personality: Vincent is an extremely intelligent and talented robotics and weapons engineer and computer programmer, having built the Moose weapons platform himself with a way of controlling it using a human mind. He is shown to be an ex-soldier-turned-engineer, having once been in the Special Air Forces Regiment in Australia, no doubt using his experiences to help build the Moose.

Vincent started off building the robotic weapons platform to help lower Johannesburg's crime rates, the Tetravaal Scout, created by Deon Wilson, was his project's prime competitor. His good intentions soon soured as the Scout outstripped the Moose in terms of useability and the fact they didn't rely on a human pilot; due to being programmed with AI. Vincent swiftly became intensely jealous of Deon's success, mostly since the Moose represented a lot of hard work and effort.

Year after year, his funding for the project was cut, and he was forced to redesign and remove features as Tetravaal funneled more money into the Scout development, and Vincent slowly came to loathe Deon and the success of the Scouts, and began to plot their downfall.

Another reason behind his dislike for his competition was the fact that Vincent is, at least, incredibly religious. He's described as having a fundamental issue with AI, and he's claimed to go to Church every Sunday, and is even seen forming the sign of the cross when Deon is overheard explaining Chappie's sentience. A fundamental distrust, or belief that the act of creating a sentient AI is an act of God, could certainly fuel the animosity Vincent develops towards Deon, who has aimed for this ever since the Scout's success.

He is extremely cunning, being able to develop a software update batch that can shut down the Scouts by force, programming it so it uploads and activates the entire network, and then clears itself without a trace. It was only foiled by chance, proving that his programming skills are top notch.

He's shown to be a particularily volatile individual, threatening Deon with a gun when he wouldn't hand over the Guardkey as a prime example. He was only provoked gently by Deon, but he basically threatened to kill him over the Guardkey. Granted, the gun wasn't loaded, but it showed the extreme he was willing to go to... in a public setting, also. He showed a sadistic joy when piloting the Moose against human targets, showing a fixated interest in killing them, specifically Deon.

Vincent is driven, and can fixate on his task until it's complete. A key example is, when Deon refuses to hand over the Guardkey, he goes in to take it himself. Discovering it's missing, he accesses the Scout network and discovers that it's currently connected directly to a Scout. He persists, managing to corner the Scout in question, Chappie, and removes the Guardkey... by extreme force.

Despite not being in Tetravaal's best favours, Vincent still has access to a lot of manpower and resources, including the Moose, and Tetravaal's retrieval team. It is likely that he spun a cover story in order to hide this from Tetravaal's CO and security, showing his cunning and intelligence all the more.

Because of his stint in the SASR, Vincent is well versed in stealth combat, as well as many other types, all of which was funneled into the Moose. He's a more hands-on type of person, preferring to rely on the skills of a human than trust things to automation and machines. He's pretty adept at tailing and remaining undiscovered, shown when he tails Deon to Die Antwoord's hideout and discovered Chappie.

The reason for his sadistic and violent nature is very likely due to the nature of the Moose's control method. It is shown in canon that the Moose was a joint effort between Tetravaal and DARPA, who have long been rumoured to be trying to create pilot-less aircraft controlled through a neural interface.

It has also been rumoured that prolonged exposure to the technology can cause mental stress and strain, since it uses the brain's neural power to move a physical object. Due to the good intentions of the project, it can be surmised that, due to testing the Moose's interface on himself, since knowing of the potential risk and not wanting anyone else to take the chance, using the interface could have warped his mind and perception to the point it is at the moment.


All around, Vincent Moore is intelligent, cunning, and powerful. Coupled in with a severe case of megalomania, he can be incredibly dangerous, however, it's also possible that he can be just a broken individual who got lost in his own delusion. Whilst this doesn't excuse what he's done, it's more likely that he's a good person that has been warped with spite and jealousy.

Appearance: Vincent Moore cuts an imposing figure, standing 6'2", and well built with lean muscle. He has neatly kept facial hair, and a mullet-like hairstyle, although not as long as a traditional mullet.

He tends to wear neutral-coloured, practical clothing, including cargo pants/shorts, polo shirts and combat/hiking boots. This is likely a hold-over from his time in the army. The colour scheme is usually light grey to sandy-brown, and variations between.



Abilities:

Skilled Engineer: Vincent was the lead engineer on the Moose project, something that, very nearly, claimed top spot on Tetravaal's list. If it wasn't for the Scouts, Vincent's project likely would have won out. That being said, he kept the project alive despite numerous budget cuts and being told to "cut, not add" by Tetravaal's CEO, the Moose was still fully functional.

Expert Mechanic: To work on something like the Moose, Vincent is a skilled mechanic, able to build and repair most things with the Moose, and knowing weak spots on the Scouts, etc.

Skilled Software Engineer: Vincent likely had massive input on how the Moose's Operating System ran and connected to the neural helmet. He also designed a software patch for the Tetravaal Scouts, designed to shut them down and render them inoperable, whilst wiping all trace of the batch from the system.

Combat Expert: Only the best get accepted into the Special Air Forces Regiment. Primarily used as a covert force behind enemy lines, SASR officers are expected to be able to remain undetected and dedicated to their mission. Vincent is a skilled fighter with many types of weaponry, and understands tactics, capable of formulating plans of attack both solo and with groups. He is also, likely, able to defend or attack in hand-to-hand combat.

Third Person: I forgive you, bad man.

Those words are echoing in Vincent's head, making it pound painfully, but distracting him from the rest of the pain in his body. Not for long, though, as he's slowly rising from the dreamless mire of unconsciousness, back up to reality.

To anyone witnessing from the outside, there's a low groan of pain. To Vincent? It felt like every bone in his body was broken. Nothing lethal, the bloody robot seemed to have avoided that. Why? He didn't know. After what he did, it's nothing he didn't deserve.

Yes, because you're a murderer, Vincent Moore. Nothing but a heartless beast, content to kill people from a chair.

That voice... Deon. That fucking upstart Deon Wilson. But, he's right. Again. His head pounds again, as the digitised voice of that... abomination sounds again.

Was it, though? Was it really as godless as he thought? It forgave him. After all he did, it forgave him. Wasn't that the core of belief? Could a bunch of bloody ones and zeroes hold more belief than an actual human?

Thinking on this made his head hurt more, and, suddenly, he breaks the surface...

Gasping loudly, his first instinct is to grab for his weapon. It's programmed, trained into him. Waking up in a foreign environment triggers it. It wouldn't have been so bad if it was a hospital, but there was no beeping equipment, no sterile white walls...

Where was he?

Fighting through the pain, he manages to sit up, eyes scanning the empty room, falling on the bedside cabinet where his watch and phone sit. Reaching for them, he checks his phone... no signal. Typical. Whoever's taken him is smart enough to cart him away from the nearest cell tower. Still, not smart enough to remember that Emergency calls get through regardless...

He swipes the emergency dialler, ignoring the pain, and dials 1-0-1-1-1... but the phone doesn't connect. He tries a second time to be sure... but nothing.

"What the-?" And then a noise catches his attention. He's not restrained, and his wounds have been dressed, at least, legs cast in plaster, so it's not like he can go anywhere...

"Hello?" He calls out, hesitantly, "Anyone there?"

Network: [Audio]

So, I'm back here, am I? [A dour-sounding, Australian-accented voice sounds across the network, one a few people might recognise.] It's weird... It feels as though no time passed at all... and then I was back here. I can't seem to wrap my bloody head around it. [A soft chuckle.] Maybe I'm more insane than I thought...

[A pause.]

At least we're somewhere with some decent technology. I can work with this stuff.

The setting of CHAPPiE isn't too far from the year 2015 in reality; the key difference, in Johannesburg, South Africa, at least, there's an exceptionally high crime rate. So high that the local authorities have turned to weapon's company Tetravaal to assist with their little problem.

The year is 2016; the year everything changes.

Primarily a weapons manufacturer, Tetravaal took a big step in attempting to win the contract; they brought in two engineers who specialised in two completely different fields, AI and neural robotic control. The aim was to provide a safe way for law enforcement to engage and react to the extreme and violent crime, something that current modern technology failed to provide. Tetravaal aimed to innovate and revolutionise the way Johannesburg Police dealt with threats, whilst minimising the loss of human life.

The main reason Johannesburg turned to Tetravaal is due to the extreme nature of the “crime” being committed in the city – It was all-out warfare.


Two projects won out for development; the Moose, a joint-US/AU/SA venture, a mobile weapon's platform controlled by a neural interface helmet worn by a human pilot. The aim was to intimidate and subdue with extensive firepower, but still have the morality and control of a human pilot, and the Tetravaal Scout, a human-sized, robust robot, powered by extremely intelligent AI.

The two teams, headed by Vincent Moore and Deon Wilson respectively, competed for the contract with the Johannesburg Police, with the Scout winning over the Moose for the convenience factor, the deployability, and the lack of requiring a trained human for the job.

The results were... phenominal. The Scouts performed amazingly well, earning the ire of the other project's team lead, Vincent.

The Scouts were the revolution that Tetravaal wanted; fully automated robotic policemen that can take the place of a human officer, enter more dangerous situations, and even protect their living counterparts. They were completely autonomous and secure, only being able to be updated via the Guardkey system.

Before the Scouts were rolled out, Johannesburg was a place where one could obtain RPGs, high quantities of illegal drugs, and people were shot and killed for giving as much as a passing glance. The streets were in anarchy, and the Scouts changed that.

As crime rates in Johannesburg plummeted, Tetravaal’s stock grew, marking the company as one to keep an eye on. As the Scouts proved their usefulness time and time again, interest started pouring in from other countries, such as the US and China, aiming to bring Scout Police Forces to their countries.

more

Not fully satisfied with the development of the Scouts, Deon started coding a smart AI, an artificial intelligence capable of learning and developing like a human, except at an exponential rate. He finally managed to complete the coding, but this is where things start going wrong...

A gang of thieves and drug-dealers, Die Antwoord were in trouble from a failed drugs heist, and owed considerable damages to Hippo, one of Johannesburg's most feared gang leaders. In order to get the money, they come up with the idea of trying to shut down the Scouts, and manage to kidnap Deon, threatening to kill him if they don't give him a method to turn the robots off.

Panicked, Deon explains there's no way to do that, but he can give them another option; He had with him a broken Scout that he intended to test his new AI program on. So, with the gangster's permission, he builds up the Scout and loads up the AI...

...And creates a new form of life.

At first, the AI acts like a child, but swiftly learns... under the "care" of Die Antwoord. There's some conflict, however, as Yolandi, one of the ringleaders, is the only one who sees Scout 022, named Chappie, as a child. The others simply want to use him to perform a massive heist.

Deon, however, was adamant to try and teach Chappie morality, and to be a good person, to some success. Chappie was incredibly naieve, being in such an early stage of mental development, so was led pretty easily by Die Antwoord.

Meanwhile, Vincent, enraged at his creation being laughed at by the police chiefs and simply brushed to the side, enacted a plan to take revenge; By using a self-coded program, he aimed to steal the software Guardkey that enabled patching to the Scouts, load it into the network, and fry their CPUs and cause enough anarchy that the Moose would be their only solution.

He captured Chappie, who had the Guardkey installed in him, unaware that he was actually alive, initially believing that Deon must have just programmed him to be like a child, and forcibly removed the Guardkey from his headcasing. The reason that Chappie was so easily captured was because Ninja, another of Die Antwoord, decided that the robot wasn't learning fast enough, and left him to fend for himself in the anarchistic suburbs of Johannesburg, where the Scouts, being police robots, aren't exactly welcome.

Despite this, and Deon's express wish that Chappie not harm anyone, Die Antwoord eventually convince and condition Chappie to perform the heist that will get them the money to pay off Hippo and escape.

The night before, however, is when Vincent enacts his plan. With the Guardkey in hand, Vincent manages to knock out all of the Scouts with his software "update," Chappie included. He was lucky that he was with Deon at the time, who quickly carted him back to Tetravaal and reverted his firmware, wiping and quarantining the patch so it couldn't be wiped from the system. Vincent was in the hangar when Chappie was brought back to life, and discovered that Deon had created a fully-functioning artificial intelligence.

The second the Scouts started shutting down, the entire city erupted like a powder keg. Riots, looting, murder… everything. All bets were off. The situation escalated so quickly that the army reserves had to be called in to assist with just crowd control. The streets were on fire, and so was Tetravaal…

The next day, however, Vincent would get his chance to use the Moose.

Tetravaal was under a serious amount of strain from the police, as they had literally lost their first line. Desperate to try and save face, Michelle Bradley, Tetravaal CEO, authorised Vincent to take the Moose out into the streets to quell the violence and bring the rogue Scout back into line.

Since Chappie was the only Scout still active, news of the heist quickly spread. One of the police's own robots was being used to hold up an armoured car to steal the exorbitant amount of Rand needed to pay Hippo off.

The Moose, with Vincent at the helm, locates and wreaks havoc on the site where Die Antwoord and Chappie are holeing up, as Hippo has come for his prize... but this time, he wants Chappie. Deon, meanwhile, knowing that Vincent would be going after Chappie, raids the Tetravaal armoury and drives to save his creation.

The Moose tears through most of the human resistence it encounters, including the third Die Antwoord member, known as Amerika, and also Yolandi, before it's finally taken down by an explosive that was stuck in it earlier.

During the firefight, Deon got shot through the stomach and, in order to save his maker, Chappie needs to get to Tetravaal. After beating Vincent to a bloody pulp, to whom his last words are "I forgive you, bad man," he puts Deon in the Moose's control chair with the neural headset on.

Chappie, in order to prevent his own death due to his unchargeable battery, which he came up with after the unkeepable promise of a replacement Ninja made to Chappie to get his help, managed to compute and calculate living consciousness, and devised a way to transfer it from one body to another, robotic one.

Using the test Scout in the hangar, Chappie saves his maker, who then transfers Chappie's consciousness to a working Scout somewhere nearby. Narrowly missing discovery, Deon escapes through the ventilation and meets up with Chappie.

The last scene is Chappie hacking the Tetravaal production line and building a new body. One where they can, essentially, "restore" Yolandi from a backup of her consciousness Chappie took whilst testing his invention. Ironically, none of this could have happened without Vincent. It was his invention that was at the core of it, Chappie merely wrote the program that used it. The device that was designed to save lives actually ended up working…
